1. Listen and connect — current focus

• Share the concept and invite non-binding expressions of interest.
• Understand preferred locations, lifestyle needs, affordability concerns, and expectations.
• Bring together a small Founding Circle for discussion. No payments or residency reservations.

2. Develop the charter — proposed

• Define resident dignity, governance, inclusion, admission principles, and complaint handling.
• Discuss the Patron model and financial risks openly.
• Identify an accountable founding team and conflicts-of-interest safeguards.

3. Establish structure and feasibility — proposed

• Obtain professional advice on registration, taxation, occupancy arrangements, and asset protection.
• Assess land options, planning permissions, accessibility, construction and operating costs.
• Explore partnerships and possible grants without assuming eligibility or approval.

4. Decide whether and how to proceed — future

• Share the feasibility findings, budget, care limits, and material risks.
• Confirm the approvals and funding needed before making commitments.
• Issue professionally reviewed agreements before inviting any formal contributions.

5. Establish and sustain the community — future

Construction or adaptation, staffing, admission, service delivery, financial reporting, and resident participation would follow only when the required foundations are in place.
